How this works
Public report -> city triage -> outreach action
Citizen submissions do not go straight into an organization's private task list. They enter Outreach3 as public intake records, are triaged, and can then become shared dispatch work for participating outreach organizations.
Safe intake boundary
Citizens do not see internal task queues, client records, or organization data.
Shared dispatch path
If triaged into action, the resulting task carries a fixed citizen_call referral source for city reporting consistency.
Privacy-aware platform
Only scoped operational data becomes visible to authorized staff after intake review.
